Teacher Repeatedly Molests Junior High School Girl Before Getting Busted

The problem with this bit of news is the word repeatedly.

A 25-year old Japanese junior high school teacher was arrested and dismissed because he repeatedly molested a junior high school girl he was teaching.

Uh…why repeatedly? Why wasn't he arrested after the first molestation?

The teacher invited the little girl to his home (WARNING! WARNING!) on several occasions (WARNING! WARNING!) for teaching sessions between November and January of this school year.

When it was reported that the teacher was dating (WARNING! WARNING!) the girl, The Tokyo Metropolitan Board of Education launched an investigation.

The teacher…has admitted the allegations.

Question: Why did it have to happen repeatedly before someone took action?
