Cement Sales Down 5 Consecutive Months

How is this headline possible in Japan?

"Cement" and "sales down" in the same sentence? Could this really be?

Japan loves cement. Grey must be the most popular color. The chance to install greenery around a new building is rarely taken. Instead, an expanse of pavement fills public spaces.
