Gambling is not illegal in Japan, per se. What is illegal is the winning of cash at the same site as where the gambling takes place. The winning of a lottery ticket does not take place at the same time or location as where it was purchased. There is a fine line, however, in the case of instant scratchcards. Pachinko is very popular in Japan, but even these winnings must be collected from a different site, thus this kind of gambling is ok, because the winning does not take place at the same location or time of the gambling….
