Prime Minister Yasuo Fukuda is the first Japanese PM to apologize to Japanese nationals who were previously war-displaced in China.

It is the first such apology to the so-called ''war orphans.''

''I'm sorry that I've been late to notice'' about the issue, said Fukuda.

The meeting was held at his office with representatives of a group of war orphans who have filed compensation lawsuits nationwide.

Last week the Diet's enacted new support measures for those displaced in World War II.

Let the lawsuits begin.

Of course, there can't be too many people left from that time period.

Perhaps that's why Japan waited so long to say they were sorry.

Is there anything else Japan needs to apologize for?
