6 Points to 6-Party Communique on N. Korea Nuke Issue
The six parties met in Beijing to talk yet again about North Korea’s nuclear program.
A 6-point communique was issued. Nikkei summarized it as follows:
1. The six parties agreed to establish a mechanism to verify North Korea’s declaration of its nuclear programs that would include visits to facilities, review of documents and interviews with technical personnel.
2. The six parties may seek advice and assistance from the International Atomic Energy Agency when necessary.
3. The six parties agreed to establish a monitoring mechanism to make sure all members fulfill their commitments.
4. North Korea will complete the disablement of the Yongbyon nuclear complex by the end of October.
5. Parties other than North Korea will provide the remaining heavy fuel oil in exchange for nuclear disablement steps by the end of October.
6. Japan expressed willingness to participate in the economic and energy aid when the environment is in place.
Meanwhile, North Korea goes about its business.
