Japanese/Chinese relations can be improved in 15 steps.

Identify four problems that need addressing in Sino-Japanese economic ties:

1. a slowdown in the growth rate of bilateral trade,

2. unsatisfactory business environment,

3. obstacles in technological cooperation

4. fluctuation in Japanese investment in China

Have Japan reconsider China in four areas:

5. its market economy status,

6. trade conditions,

7. export of high and new technologies

8. exchange of personnel,

Beijing and Tokyo can work to improve exchanges in two areas:

9. technological exchanges in energy-saving and environmental protection

10. working more closely on global and regional economic issues.

Japan can respond if China would:

11. promote introduction of Japanese technologies through pilot projects in the country.

12. increase investment in each other's countries,

13. cooperate in the fields of equipment manufacturing, information technology, logistics and hi-tech products.

14. hold more talks on product quality standards

15. work for better protection of intellectual property rights to improve the trade and investment environment
