What Makes up The Worst Police Force

Osaka beat out Tokyo to become the worst police force in Japan of the 47 prefectural (state) police forces.

Four factors were taken into consideration:

2. police costs per capita

3. average salary

4. number of public scandals reported.

Osaka has the worst arrest rate in the nation …just 16.9%.

Osaka police make more money 7.5 million yen compared to the average 4.37 million yen of those these are, um, protecting.

Osaka police claimed 14 public scandals in 15 months, six of which were sex offenses – indecent assaults, train groping, trespassing into women’s toilets.

So, there’s good news and bad news. The good news is the bad guys no where they have a good chance to get away with their crimes and how to do it…send in the women.

The bad news…83% of crime in Osaka doesn’t get solved.

Answer…move to the countryside.
