When North Korea launched a missile at Japan a couple of years back a Japanese ministry official said something to the effect, "Let them shoot missiles at us. They will never hit anything anyway."
In the meantime, Japan has been investing heavily in missile defense.

ZZZttttapppt! Space debris!
North Korea has about 200 Rodongs, of which most don't work perhaps.
Tokyo, meanwhile, is equipping missile tracking technology on several of its navy ships.
The US launched the missile from Hawaii. Japan fired the interceptor three minutes later and hit the target.
Japan and the US then went out for beers to celebrate their alliance.
Beijing sat down to rethink if the technology could be of use to Japan and the U.S. to protect Taiwan.
North Korea had a meeting to think up lies they might tell about fictitious tests.
