It's peak year, 2005, was 3.5% higher.

Japan's top three service providers are all shifting to fiber optic services.
Of the top five ADSL service providers, only two increased market share - eAccess
did so because the company wholesales ADSLO circuits to Internet service providers and offers low-cost plans.
