Ozone near the earth's surface is produced by the photochemical of NO2 and other volatile organic compounds. Increased ozone concentrations can destroy human lungs and hinder plant growth.
Increased Chinese photochemical smog can harm their neighbor Japan.
Uh...the best thing to come out of this agreement is that Japan and China are working together...not necessarily to get something done.
