The title of that story is “Greenpeace demands entry” but that is editorial interpretation surely. The Greenpeace news release about the situation does not say “Greenpeace demands”

Also, the house analogy is not a good one. Greenpeace *Japan* requested that the Esperanza go to Japan.
I can’t read Japanese, but if you go to the Greenpeace Japan website, I suspect you will find details about why they want the Esperanza to visit.
